TG RERA: Can flats be sold under the name “EOI”?

TG RERA must provide clarity!
Real estate companies like Godrej Properties from Mumbai, Brigade Group, and Prestige Group from Bengaluru, along with some local builders, are selling flats under the guise of “Expression of Interest” (EOI). These entities are cleverly running this process through channel partners to avoid direct involvement.
Now, the question arises: If TG RERA clearly states that flats cannot be sold without its approval, what action is it taking when builders sell flats under the EOI scheme? According to RERA regulations, no builder can sell flats without RERA approval. Yet, builders from Telangana and other states are selling flats in Hyderabad under the name of EOI, successfully executing this through channel partners. Why is TG RERA failing to control these illegal sales, which violate RERA norms?
Moreover, why can’t RERA take action against registered agents and channel partners making bookings under the name of EOI? Some even openly justify their actions, claiming they are only collecting cheques and will process them after RERA approvals. Is this method legitimate?
In this regard, TG RERA must provide clear guidance. If RERA allows flat sales under EOI, the same rule should be uniformly applicable to all builders. Therefore, Telangana CM Revanth Reddy must provide clarity regarding TG RERA’s stance.
